This is the Alabama National Guard Distinguished Service Ribbon. It is given to personnel of the Alabama National Guard for exceptionally meritorious and distinguished military or civilian service in positions of great responsibility. It can be service for or benefit of the United States or the state of Alabama. This award can be earned more than once and it's shown with bronze and silver oak leaf clusters.
