Criteria: This is the Hawaii National Guard Distinguished Service Order Ribbon. It is awarded to any individual that has made substantial contributions of exceptional significance to the State and its people. A single deed or action may be considered for qualification. Superior performance of normal duties will also be considered for qualification.
