You simply lay down two coats of the white base and then slather your chosen shade on top. The result is pure neon color! Apply the primer base in three strokes — side, other side, middle — and don’t worry about slight streaking. Give the base a minute to set, then apply the colour in three strokes as well. Again, don’t worry about streaking; you’ll fix it with the second three-stroke application of colour. Neon polish dries matte.
